Agboyi-Ketu Local Council Development Area (LCDA) has dismissed as misleading an online report alleging that its proposed Environmental Sanitation and Public Health Bye-Laws seek to impose jail terms on residents whose homes do not have waste bins.

In a press statement issued on July 10, 2026, signed by the CPS Akande Moses, the council said the publication, titled “Lagos Council Chairman Adetola Adunni-Abubakar Proposes Jail for Houses Without Waste Bins as Residents React and Tell Council to Jail PSP and LAWMA First for Not Collecting Waste,” does not accurately represent the provisions contained in the proposed legislation presented during the recently concluded public hearing.

The council clarified that the proposed bye-laws do not prescribe imprisonment simply because a residential property does not have a waste bin.

Rather, the legislation is designed to ensure that residential, commercial and industrial properties subscribe to approved waste collection services in line with existing environmental sanitation regulations.

According to the statement, the proposed provisions focus on requiring property owners and occupants to demonstrate proper waste disposal arrangements, noting that failure to comply constitutes an offence under a legal framework that remains subject to legislative consideration and due process.

Agboyi-Ketu LCDA explained that the draft bye-laws were presented during a public hearing to encourage stakeholder participation, receive public input and ensure that any eventual legislation reflects the interests of residents.

The council further reaffirmed the commitment of the Executive Chairman, Hon. Adetola Adunni-Abubakar, to promoting a cleaner, healthier and safer environment through policies that encourage responsible environmental practices while upholding the rule of law and protecting the rights of residents.

While appreciating the contributions of stakeholders during the legislative process, the council urged media organisations and members of the public to rely on the actual contents of the proposed bye-laws rather than sensational headlines capable of creating unnecessary misunderstanding.
